1. In one paragraph
This map is an independent, automated visualisation of public data. It is not an official source, not planning advice, and not a substitute for the municipal or national planning portals. Numbers were read by an AI model and can be wrong. Heights of plans are indicative unless a page citation is shown. Check everything against the official sources before you act.
2. Not affiliated
TLV Next is run by a private individual. It is not affiliated with, endorsed by, or maintained by the Municipality of Tel Aviv-Yafo, the Israel Planning Administration (mavat.iplan.gov.il), or Anthropic, the maker of the AI model used. Use of municipal data under the municipality's open-data terms does not imply any municipal approval of this site.
3. What is shown and how it was made
- Today's buildings come from the municipality's public GIS building layer and are extruded to 3D from the attributes in that layer. Shapes and heights are approximate.
- Permitted buildings are raised to the number of floors that an AI model (Claude by Anthropic) read from the public request text of an issued building permit. The reading is checked against the municipality's own housing-unit field. The evidence text and a side-by-side "verify" comparison are shown so you can judge the reading yourself.
- Statutory plans are shown at indicative heights — a rough guess for display — unless a height was read from the plan's regulation PDF, in which case the page of the PDF is cited. An indicative height is not a statement about what the plan allows.
- Aerial photos are the municipality's orthophoto tiles (1997–2026) and show the year labelled, not today; where a 2026 tile is missing, the 2025 tile of the same place is shown.
- All data is fetched in a periodic batch and shown with its batch date. Anything issued or changed after that date is not on the map.
4. Known limits of AI-derived numbers
Floor counts, housing units, relief ("hakalot") requested and plan heights were extracted by a language model from free text. Such models misread numbers, confuse existing and proposed floors, miss conditions and exceptions, and cannot see drawings. The municipality's housing-unit field is used as a cross-check but is itself a database field that may be blank or stale. Treat every number as a claim to verify, not a fact.
5. No planning, legal or financial advice
Nothing on this site is planning advice, legal advice, a valuation, or a statement about property rights, building rights, permitted uses or the status of a plan or permit. Do not rely on it for a planning decision, an objection to a plan or permit, a purchase, sale, rental, mortgage or investment, or any legal step. Deadlines for objections and appeals run from official publications, not from this site.
6. Where the official information is
- Building permits and planning information for Tel Aviv-Yafo: the municipal engineering information portal (Tel Aviv-Yafo Municipality, Engineering Administration).
- Statutory plans nationwide: the Israel Planning Administration, mavat.iplan.gov.il.
- The municipality's GIS: gisn.tel-aviv.gov.il.
The municipality itself states that its open data is provided "as is", without warranty for fitness for any purpose, and that it is not responsible for errors or omissions. The same is true, in turn, of this site.
7. Errors and takedowns
If you find an error, or you believe content about a specific property should be corrected or removed, write to tlvnext@bdbd.net — or open an issue on the project's issue tracker on GitHub — with the address or permit number. The operator will look at it as a volunteer, without any promise of timing or outcome.
8. Liability
The site is free and provided "as is" and "as available". To the fullest extent permitted by Israeli law, the operator is not liable for any loss or damage arising from use of, or reliance on, the site.
