Data Sources and Attribution — TLV Next (tlvnext.com)

1. Summary

Every layer on the map comes from public data published by the Municipality of Tel Aviv-Yafo, plus public plan documents, except the fallback street map described below. The data is fetched in a periodic batch, processed (partly by an AI model), stored as static files and served with a batch date. Everything except the aerial photograph tiles reaches you as a static file from the host; the tiles are requested by your browser while you use the map, from the site's own /ortho path, which the host proxies to the municipal map service. Your browser does not contact the municipality's servers directly. Only if the aerial photographs fail to load does the map show OpenStreetMap's street map instead, which your browser fetches directly from the OpenStreetMap Foundation (section 2, and the privacy policy, section 3).

Aerial photography is the municipality's; the underlying imagery may be subject to the rights of the survey company that produced it.

3. Under what terms

Municipal open data. The municipality's Open Data portal (opendata.tel-aviv.gov.il; terms at opendatasource.tel-aviv.gov.il/he/Pages/FAQ.aspx) states, in substance, that the portal exists to promote transparency and tools that solve urban problems; that users may share the information and make any use of it subject to the terms; that it is provided "AS-IS" without warranty of fitness for any use; that the municipality is not responsible for errors or omissions or liable for any damage; that it may remove or change data at any time; and that it may block access for breach. Israeli law and the courts of Tel Aviv-Yafo apply.

The terms do not name a licence (no Creative Commons, no reference to data.gov.il) and do not prescribe attribution wording. The credit line below is therefore the operator's own, written to give the municipality clear credit and clear separation.

Municipal website terms. The general terms of the municipal website (tel-aviv.gov.il/About/Pages/TermsofService.aspx) claim copyright in site content, prohibit scraping and framing of the website, and allow fair use with attribution. This site does not scrape the website; it reads the public ArcGIS REST services that the municipality publishes for machine access and lists on its Open Data portal.

Government open data (data.gov.il). If the municipality ever defers to the national data.gov.il licence, that licence (per its published terms) covers copying, distribution, making available, derivative works and format conversion, and may be changed with immediate effect, with use governed by the version in force when the data was taken.

4. Attribution shown on the site

The site shows, and asks anyone reusing its output to keep:

5. Licence: two layers, and only one of them is ours

This dataset is a layer of interpretation over a public substrate, and the two are licensed differently because only one of them is the operator's to license.

The municipal substrate — not ours. Building footprints and their recorded heights, floor counts, years and types; permit records; plan records, their statuses, dates and housing figures; the street and address index; and the orthophoto tiles. These belong to the Tel Aviv-Yafo Municipality and are used under its open-data terms, described in section 3. This site grants no rights in them. Anyone reusing them takes them from the municipality on the municipality's terms, not from us on ours.

The derived layer — ours, and offered under CC BY 4.0. Specifically: floor counts, housing units and reliefs read by the model from permit text; maximum heights read from plan regulations, with the cited page and quotation; the rendered height of each building, which is computed rather than published; the conservation flag, which is a join the municipality does not publish; the judgement that a recorded year is a paperwork date rather than a construction date; and the roof colour sampled from the orthophoto. Reuse these with the credit in section 4.

Why attribution and not share-alike. A share-alike licence would require every derived database downstream to carry the same terms — which would purport to impose conditions on the municipal data underneath, and that is not ours to do. Attribution asks for credit and claims no authority over what anyone builds next.

A caution. The municipality's open-data terms name no licence at all, so the substrate has no licence URL to point at and the position above is the operator's reading of "any use, as is". This is not legal advice. If the municipality states otherwise, its statement governs and this section will be corrected.

6. AI processing note

An AI language model (Claude by Anthropic) was used offline, in the batch, to read:

The model's outputs are cross-checked against the municipality's housing-unit field, and the evidence text is displayed next to each number with a "verify" comparison. The model is not run in your browser; no visitor data is sent to Anthropic. The model can misread text; see the Disclaimer. Anthropic is not involved in, and does not endorse, this site.

7. Other components

Map rendering libraries, fonts and other open-source components are listed with their licences in the public GitHub repository of the original build (github.com/benjddd/fable-build-day-tlv-2026).

8. Requests from data owners

If the municipality, a planning authority, a survey company or a document author believes any use here exceeds the applicable terms, write to tlvnext@bdbd.net, or open an issue on the project's issue tracker on GitHub; the operator will respond promptly and remove the material if required.
